Deputy town manager vies for top job in Andover

Arlington's deputy town manager is one of two candidates for the top job in Andover, and town officials there expect to make decision by summer’s end.

Andrew P. Flanagan, who has held the Arlington job since April 2012, confirmed is vying to be manager in the Essex County town of 33,200 people near Lawrence.

The Winthrop resident, 29, was among three finalists to be town manager for Danvers until last October

The Andover Townsman reported that a screening committee announced July 9 its top two choices to replace the recently retired Reginald "Buzz" Stapczynski. They are Kendra Amaral, 39, of Stoneham, assistant town manager/human resources director in Wilmington, and Flanagan.

The two met Andover officials July 10 and expected further meetings with the public this summer.

"The Andover Board of Selectmen have developed a robust process for moving forward," he wrote in an email July 13, "and I understand that they would like to make a decision later this summer."

Screening committee Chairwoman Sheila Doherty was quoted as saying: "'They are both young, rising stars. The only question is, are we OK with someone who is not currently a town manager?'"

Flanagan was among three finalists to be town manager for Danvers, but the Salem News reports that Steve Bartha was offered the job.

Flanagan previously he worked for nearly two years as director of policy and administration in Newburyport. He has also worked at the Metropolitan Area Planning Council and as an assistant to the town manager of Winthrop.

A Winthrop native, Flanagan holds a bachelor's degree in public administration from Stonehill College. He is a member of the Massachusetts Municipal Management Association, Massachusetts Government Finance Officer Association, and International City/County Managers Association.
