UPDATED: Arlington’s Town Meeting opened with several nods to the town’s past and the 250th anniversary of the country’s founding, and once the pomp was over and the historical dust had settled, the legislative body moved quickly to get down to business.
On April 27, the first night of the town’s 219th annual Town Meeting, the members had their say on 36 of the 96 articles in the warrant, which serves as the agenda for the season.
The first article – the local election – was taken addressed by voters on March 28, when, in addition to voting for town-wide offices and Town Meeting members, they approved an operating override of the Proposition 2½ tax cap for $14.8 million.
Next up (Article 2) was the State of the Town address by Select Board Chair John Hurd, along with an opening statement by Town Moderator Greg Christiana, and an invocation poem by newly minted Arlington poet laureate Teresa Cader. As is tradition, the Menotomy Minutemen performed the national anthem.
Town Meeting meets in the auditorium of the Robbins Memorial Town Hall – and in the annex – and there’s an article in the warrant to look at moving to a hybrid session.
As part of the consent agenda, Town Meeting Member Adam Auster, Precinct 16, was appointed as the assistant Town Moderator under Article 5. The consent agenda primarily consisted of articles where there was a recommended vote of “no action.” Some articles on the consent agenda were removed to allow debate at a later date.

● Article 18 Bylaw Amendment / Regulation of Lead Pipe in Residential and Commercial Housing (No Action)
● Article 20 Bylaw Amendment / Canine Control ○ Align bylaw with statute; minimal impact in practice.
● Article 27 Vote / Envision Arlington Standing Committee Quorum (No Action)
● Article 33 Acceptance of Legislation / M.G.L. c. 60 Section 62a (No Action)
● Article 34 Acceptance of Legislation / Waiver of Canine Licensing Fee for Owners 70 and Older ○ Align bylaw with statute, minimal impact in practice.
● Article 36 Revolving Funds ○ Recurring article to re-authorize funds; approved annually by overwhelming margins.
● Article 37 Disposition Of Real Estate / 0 Reed Street (No Action)

By the time the session ended shortly after 11 p.m., Town Meeting was debating Article 19, on collecting fees. Town Meeting resumed the debate on Wednesday, April 29, at 8 p.m.
