Coalition bargaining backed, 5-0; manager disagrees with union filing

As the selectmen voted 5-0 to support coalition bargaining Monday, June 21, the town manager issued a memo disagreeing with an unfair labor-practice charge tied to a May 17 Town Meeting vote over health care.

"While it appears everyone is committed to the process, it is unfortunate that the PEC is filing unfair labor practice charge that I had set preconditions to the negotiations," Brian Sullivan wrote in the June 18 memo.

Public input sought June 15 after canine bylaw passes

Town SealThe Park and Recreation Commission is seeking public input following Town Meeting's adoption of Article 36 at a meeting set for 7 p.m. Tuesday, June 15, at Town Hall. The board seeks feedback for the implementation of the bylaw regarding off-leash dog hours in town. 

All interested persons are encouraged to attend.

Written comments may be submitted at the meeting or sent to the Arlington Recreation Office, 422 Summer St., Arlington, Mass. 02474.

The commissioners are Jen Rothenberg, Leslie Mayer, Nancy Campbell, Donald Vitters and Jim Robillard.

Town Hall's 2nd in command comes from Fall River

Adam W. ChapdelaineArlington new deputy town manager, 30-year-old Adam W. Chapdelaine, comes from Fall River, where he has served as city administrator simce November 2008, managing a $200 million municipal budget, collective bargaining process and group insurance accounts. His annual salary will be $103,000.

Nancy Galkowski left the position in February after 23 years to become town manager of Holden, where she lives.

Town Manager Brian Sullivan, who introduced Chapdelaine to a brief meeting of the selectmen April 26, said in a news release: “I was extremely impressed by the depth of Mr Chapdelaine’s experience in leadership positions.

2 say selectmen violated ethics in clerk appointment; counsel stays mum about advice

Town Seal logoTwo Arlington residents have filed complaints with the state Ethics Commission targeting the appointment of the interim town clerk, one before the selectmen voted Feb. 25 and one after. At the same time, town counsel is declining to reveal the advice she gave selectmen about this issue.

A. Michael Ruderman, a Precinct 9 Town Meeting member, said he filed a complaint Feb. 8. Another Arlington resident has said he filed a complaint March 1. He did not respond to a request for permission to publish his comments about the filing posted to the Arlington e-mail list, but a March 2 story at Boston.com identifies him as Steve Moniak.

After ruckus over retirement, town clerk says 'never mind'

Five days after the Board of Selectmen voted 3-1 to appoint Selectman John A. Hurd to complete the last year of her term,Town Clerk Corinne M. Rainville has decided not to retire until April 2011,

Hurd was chosen Feb. 26 over five candidates, including Assistant Town Clerk Stephanie Lucarelli -- a vote that set off a firestorm of charges, including cronyism, as well as criticism of Town Counsel Juliana Rice.

Then, unexpectedly, Rainville, who had not said Jan. 21 why she was retiring a year early, sent the following letter to the selectmen on Tuesday, March 2:

Hurd tells why he should be interim clerk; responses from three selectmen awaited

Jack HurdSelectman John A. Hurd has defended his appointment as interim town clerk by providing for publication his letter of application for the position. Meanwhile, one of the selectmen who voted in the case, Annie LaCourt, has provided responses to questions, and Clarissa Rowe says she plans to respond. Diane Mahon, who voted against the appointment, offered comments to the Arlington e-mail list.

2 selectmen respond to Globe

The Board of Selectmen, in a 3-1 vote, named one of its own as interim town clerk following five half-hour interviews Thursday, Feb. 25. Jack Hurd, a selectman since 1997, expects to step down from the board before Town Clerk Corinne Rainville leaves in April the position she has held since 1994.

The selectmen's office confirmed that board member Diane Mahon voted against naming Hurd and favored appointing the assistant town clerk, Stephanie Lucarelli. Selectmen decided to appoint an interim clerk rather than hold a special election, at a cost estimated at $32,000.
